A indústria de defesa mantém uma relação intrínseca com a ciência, a tecnologia e a inovação (CT&I), o que torna o capital humano estratégico um elemento central, especialmente diante da crescente sofisticação tecnológica dos conflitos contemporâneos. Embora a literatura sobre migração qualificada costume enfatizar benefícios mútuos entre países de origem e de destino, são escassas as análises sobre os efeitos da emigração de profissionais vinculados à base industrial de defesa. Este artigo procura examinar como a literatura acadêmica interpreta os impactos da emigração de cientistas e engenheiros da indústria de defesa russa na década de 1990, marcada pelo colapso da União Soviética. A metodologia adotada envolveu pesquisa bibliográfica e análise crítica da literatura em inglês disponível no Google Acadêmico. Os estudos analisados revelam interpretações diversas, influenciadas por interesses geopolíticos. Destaca-se, para a Rússia, a perda de capital científico, enquanto, no plano internacional, prevaleceu a preocupação com a proliferação de armas de destruição em massa.
